WBKK  AD 2.20  LOCAL TRAFFIC REGULATIONS

2.20.1  Local Flying Restrictions
2.20.1.1 Right hand circuit Runway 20.
2.20.1.2 Left hand circuit Runway 02.
2.20.2  Departing Aircraft Start Up and Push Back
2.20.2.1 To regulate. the movement of aircraft with respect to other aircraft on the apron, departing aircraft shall contact Kinabalu Ground on 121.6 MHz for start-up.
2.20.2.2 The pilot-in-command and aircraft marshallers shall be responsible for the safety of aircraft with respect to all other aircraft, vehicles, persons and other obstructions on the apron during docking, engine start-up, taxiing and also ensuring the appropriate blast zone behind the aircraft is clear during engine start-up. The safe distance for jet blast clearance is 100M or the space/distance of two parked aircraft. Aircraft shall be towed to attain the required jet blast clearance before start-up.
2.20.2.3 The pilot shall contact ATC for taxiing instruction prior to entering the manoeuvring area. Pilot shall request ATC Clearance 5 minutes before start-up. ATC Clearance shall be issued before push-back and start-up.
2.20.2.4 Pilot in command is required to obtain Air Traffic Control clearance before commencing start-up and push back.
2.20.2.5 Pilot should only request push back clearance when the aircraft is ready
2.20.2.6 On receipt of push back approval, push back must be completed within 2 minutes.If unable to comply, pilots should notify Air Traffic Control as soon as possible.
2.20.2.7 Push back delays may be expected when two or more aircraft are parked either adjacent to one another or close together.
2.20.2.8 Aircraft taxiing on the manoeuvring area will be regulated by ATC to achieve a safe and orderly flow with the application of taxiing clearance limits whenever necessary.

Note: The first aircraft to taxi may not necessarily be the first aircraft to take-off as distances between aircraft stands and DEP RWY vary.

2.20.2.9 Clearance to enter active runway and departure clearance shall be issued by the TWR on 118.3 MHz.
2.20.3  Arriving Aircraft Parking Arrangement.
2.20.3.1 Strictly no backtracking on the runway.
2.20.3.2 Arriving schedule aircraft will be allocated a Stand/Bay number by SMC.
2.20.3.3 Upon entering the apron, pilot shall look-out for marshaller to guide aircraft to the assigned parking stand or be guided by the VDGS. All arriving aircraft shall report to ATC upon marshaller in sight.
2.20.3.4 General Aviation aircraft will normally be allocated open bay at North Apron. Aircraft operator shall make their own arrangement if marshalling service is required.
2.20.4  Removal of Aircraft
2.20.4.1 Removal of a crashed / disable aircraft is the responsibility of the airport operator and the aircraft owner or operator. In the case of a reportable accident, the permission of the Chief Inspector, Air Accidents Investigation Bureau (AAIB), Ministry of Transport is required prior to the removal

2.22.2  Change of Frequency in Departing Aircraft.

2.22.3  PROCEDURES FOR VFR FLIGHTS WITHIN KINABALU CONTROL ZONE
2.22.3.1 All VFR flights shall be conducted in accordance with the visual flight rules and obtain ATC clearance.
2.22.3.2 All VFR light aircraft and helicopters departing / arriving at the airport and transiting through the Control Zone shall operate via the VFR routes as instructed by ATC. Any deviation from the VFR routes must obtain prior clearance from ATC.
2.22.3.3 Two way radio communication shall be established and maintained on the appropriate frequency

2.23.1  Released Of Radio Sonde

A white balloon 8 to 10FT diameter with radio sonde equipped attached will be released at 0555.8N 11605.0E to a maximum height 130 000FT btn 0001 to 0300 and 1200 to 1500 UTC. Rate of ascent 1000FT per min.
