WBGS  AD 2.20  LOCAL AERODROME REGULATIONS

2.20.1. Local Flying Restrictions
  1. Circuit height

    1. 600FT for helicopter.

    2. 1000FT for light aircraft.

    3. 1500FT for other aircraft.

  2. Not available to aircraft without 2-way radio communication unless with prior permission.

  3. All aircraft to avoid flying over the ammunition depot at 500FT or below. Location of ammunition depot approximately 3.69NM on radial 328° fm VSI DVOR.

2.20.2. Pilot-in-command of all departure aircraft shall request ATC clearance from Sibu Ground 5 minutes before engine start up. All IFR departure will be issued with SID or Standard Radar Departure with standard initial altitude 6000FT.Further climb on ATC approval only. When Sibu Approach Radar is operating, departure aircraft shall contact Sibu Radar after airborne as soon as practicable before passing 2000FT on FREQ 122.6 MHz without ATC instruction to change radio frequency unless otherwise instructed. First contact with Sibu Radar after airborne advice the SID IDENT or assigned heading, the last level vacated (nearest 100FT) and the assigned altitude.
2.20.3. Procedures for VFR flights within the Sibu CTR
  1. A flight plan shall be filed for the flight concerned.

  2. ATC clearance shall be obtained from Sibu TWR.

  3. Any deviation from ATC clearance requires prior permission.

  4. The flight shall be conducted with vertical visual reference to the ground.

  5. Two-way radio communication shall be established with Sibu Radar on 122.6MHZ or Sibu Tower on 123.2MHZ subject to ATS operational hours prior to entering the Sibu CTR.

  6. All VFR flights shall follow the established VFR Routes for entering and exiting the Sibu CTR, as shown in Visual Chart. Any deviation outside these routes requires prior ATC permission.

  7. All arriving aircraft shall hold at the designated VFR Holding area at 1000 feet and await onward ATC clearance for landing.

2.20.3.1 Medevac flight operating from Sibu Hospital shall call Sibu Tower via telephone 084-307764 for level and SSR Code at least 5-10 minutes before departure.
2.20.4. Locked wheel turn on runway is prohibited.
2.20.5. To enable ATC to apply minimum spacing on final that will achieve maximum runway utilization and minimize the occurrence of ’Go-around’, landing aircraft shall exit the landing runway without delay at first suitable exit taxiway or as instructed by ATC. Aircraft landing Runway 13 that is unable to exit via available exit taxiway shall stop and reverse course on runway as soon as possible. Aircraft that need to proceed to the end of the runway and reverse course on the turning pan shall inform ATC before landing.
2.20.6. Arriving Aircraft Parking Arrangement
2.20.6.1 When bay 2, 3, 4 and 5 is occupied. No aircraft is allowed to be parked at bay 2A, 2B, 3A, 3B, 4A, 5A and vice versa.

WBGS  AD 2.21  NOISE ABATEMENT PROCEDURES

WBGS  AD 2.22  FLIGHT PROCEDURES

2.22.1. Communication failure procedures as per AIP Malaysia, ENR 1.6 - 3 Para 1.6.2.1 are to be adopted by the pilot experiencing such exigency.
2.22.2. Low Visibility Procedures
2.22.2.1 When visibility condition is 2000 meters or less but greater than 800 meters or RVR 550 meters, low visibility operating procedures shall be applied by air traffic control.
2.22.2.2 Responsibility of separation and regulation of aircraft and vehicles shall be as follows:
  1. Pilot-in-command shall be responsible for maintaining separation with other aircraft on the manoeuvring area, other than the runway;

  2. Driver of vehicles shall be responsible for separation with aircraft and other vehicles.

2.22.2.3 When low visibility operating procedures are in operation, air traffic controllers will:
  1. Broadcast in the CATIS that low visibility operating procedures are in operation;

  2. Ensure that no vehicle or aircraft is permitted to infringe the Localizer Sensitive Area (LSA)

  3. Provide pilot of every landing aircraft with:

    1. The current RVR reading of the landing runway;

    2. Unserviceability of any component of landing facilities not previously broadcast in CATIS or NOTAM.

2.22.2.4 When low visibility operation procedures are in operation, pilot-in-command shall:
  1. Ensure that after landing to clear the LSA as soon as possible;

  2. Be aware that any emergency conditions may not be visible from the control tower or AFRS.

2.22.2.5 When visibility is 800 M or RVR 550 M or less, minimum vehicles or only essential vehicles for loading and off-loading are allowed.

WBGS  AD 2.23  ADDITIONAL INFORMATION

2.23.1. Engine-Run Procedures
2.23.1.1 Engine-run procedures for aircraft:
  1. Fitted with Auxiliary Power Unit

    1. Aircraft shall start-up one engine

    2. Push back shall commence after one engine has started up. Such engine shall be on idle power at pushback.

    3. Start-up of other engine shall be made after pushback and when the aircraft is in position on the apron centre line.

  2. Not fitted with Auxiliary Power Unit (APU) or when the APU is unserviceable

    1. Shall be permitted to start all engines before pushback, except for wide-body aircraft.

2.23.2. Presence of birds within the vicinity of aerodrome, e,pilot to exercise precaution on landing and take - off from Sibu.
2.23.3. Weather
2.23.3.1 Sibu Aerodrome frequently experience poor visibility due to Fog and Mist in the early morning between 2200 UTC until 0000 UTC. Flight crew or aircraft operator is advice to call Sibu ATC Tower to check the condition of weather and visibility between the period mentioned above.
