UPGRADING AND EXPANSION OF PENANG INTERNATIONAL AIRPORT,
AIRSIDE FACILITIES - PAVEMENT WORKS AND OTHER ASSOCIATED WORKS,
WORK SCHEDULE AND MOVEMENT AREAS RESTRICTIONS

1  INTRODUCTION

1.1  The Penang International Airport is currently undergoing an upgrade program. This involves the expansion of the main apron, rehabilitation of the existing apron taxiway, introduction of a new helicopter apron and introduction of a new Aircraft Stand Taxilane L, new Helicopter Stand Taxilane M and new Aircraft Stand Taxilane N.

1.2  The following temporary changes concerning Penang Aerodrome (WMKP) is taking place due to upgrading works from 1st March 2025 until 1st July 2027. This project is structured into four distinct phases. A comprehensive breakdown of the activities and current status for each phase is provided in the table below, with Phases 1 and 2 completed.

    Remarks

    PHASE 2 (APRON EXPANSION)

    Several amendments and changes to the Aircraft Operations Area (AOA) will take place during this phase. The changes and amendments affecting the AOA are listed below in the order shown:

    1. Temporary closure of TWY H.

    2. Activation of new apron bays 15, 15L, 15R, 16, 16R, 17, 18 and 19.

    3. Permanent closure of existing Aircraft Stand Taxilane L.

    4. Permanent closure of existing apron bays B2, B4 and B6.

    5. Activation of new Aircraft Stand Taxilane L. During the permanent closure of Aircraft Stand Taxilane L, two temporary bays, T1 and T2, are provided. These bays can only accommodate AT76 and smaller aircraft. The taxi route available for temporary bays T1 and T2 is via TWY A and TWY E, or TWY F, or TWY G, then Apron TWY K.

    6. Upon the reopening of TWY H, the taxi route available for temporary bays T1 and T2 will be via TWY A, then TWY H.

    Note: The effective dates of all operational changes associated with Phase 2, including the introduction of new facilities and temporary closures, will be promulgated by NOTAM and/or AIP Amendment, as appropriate, in accordance with the AIRAC cycle where applicable

     

    PHASE 3 (APRON TAXIWAY REHABILITATION WORKS)

    Several amendments and changes to the Aircraft Operations Area (AOA) will take place during this phase. The changes and amendments affecting the AOA are listed below in the order shown:

    1. Activation of new Helicopter Apron H1.

    2. Activation of new Helicopter Stand Taxilane M.

    3. Activation of new Aircraft Stand Taxilane N.

    4. Temporary closure of TWY F and TWY G.

    5. Temporary closure of apron bays A1, A1L, A1R, A2, A3, A4, A4L, A4R, A5, A6, A6L, A6R, A7, A7L, A7R, A8, B1, B3, B5 and B7.

    Note: The effective dates of all operational changes associated with Phase 3, including the introduction of new facilities and temporary closures, will be promulgated by NOTAM and/or AIP Amendment, as appropriate, in accordance with the AIRAC cycle where applicable.

     

    PHASE 4 (REALIGNMENT APRON TAXIWAY)

    Several amendments and changes to the Aircraft Operations Area (AOA) will take place during this phase. The changes and amendments affecting the AOA are listed below in the order shown.

    1. Reconfiguration of existing aircraft bays A1, A1L, A1R, A2, A3, A4, A4L, A4R, A5, A6, A6L, A6R, A7, A7L, A7R, A8, B1, B3, B5 and B7 into new aircraft bays 1R, 2, 2L, 2R, 3, 3L, 3R, 4, 5, 5L, 5R, 6, 7, 8, 8L, 8R, 9, 10, 11, 11L, 11R, 12, 12L, 12R, 13, 14, A1, A2, A3, A4, A5 and A6 (Refer APPENDIX 4B).

    2. Activation of new Aircraft Bay A7 adjacent to Helicopter Apron Bay H1.

    3. Relocation of the existing Apron TWY K centre line to a new location.

    Note: The effective dates of all operational changes associated with Phase 4, including the introduction of new facilities and temporary closures, will be promulgated by NOTAM and/or AIP Amendment, as appropriate, in accordance with the AIRAC cycle where applicable.

  2. SURFACE MOVEMENT GUIDANCE AND CONTROL SYSTEM AND MARKING

    Remarks
    1. Taxiway lights not available for:

      1. Taxiway F effective from the date of temporary closure until the end of the taxiway closure period.

      2. Taxiway G effective from the date of temporary closure until the end of the taxiway closure period.

      3. Taxiway H effective from the date of temporary closure until the end of the taxiway closure period.

    2. Visual docking and guidance system will be permanently removed for:

      1. Bay A1, A1L, A1R, A2, A3, A4, A4R, A5, A6, A6L, A6R, B1, B3, B5 and B7.
    3. New visual docking and guidance system for:

      1. Bay 3, 3L, 3R, 4, 5, 5L, 5R, 6, 7, 8, 8L, 8R, 9, 10, 11, 11L, 11R, 12, 12L, 12R, 13, 14, 15, 15L, 15R, 16, 16R, 17, 18 and 19.

    Note: The effective date for each change and amendment to the Taxiway lights and Visual Docking and Guidance System will be notified from time to time via NOTAM or AIP Amendment, in accordance with the sequence of works.

    Remarks

    Taxiway edge and centre line lights not available for:

    1. Taxiway F effective in Phase 3 (from the start date of the temporary closure until the end of the closure period).

    2. Taxiway G effective in Phase 3 (from the start date of the temporary closure until the end of the closure period).

    3. Taxiway H effective in Phase 2 (from the start date of the temporary closure until the end of the closure period).

    The effective dates of all operational changes associated with Phase 2, 3 & 4, including the introduction of new facilities and temporary closures, will be promulgated by NOTAM and/or AIP Amendment (AIP AMDT), as appropriate, in accordance with the AIRAC cycle where applicable.

1.4  Local traffic regulations (additional)

1.4.1  Taxiing to and from stands

  1. Aircraft movement will not be permitted in closed portions of the apron taxiway, parking bays and taxiways.

  2. The routes to be used by aircraft when taxiing entering or exiting from Apron will be specified by Air Traffic Control. The issuance by Air Traffic Control of a taxi route to an aircraft does not relieve the pilot-in-command of the responsibility to maintain separation with other aircraft on the movement area or to comply with Air Traffic Control directions intended to regulate aircraft movement.

  3. During the construction period, pilots are advised to be cautious of open excavation, workers, construction materials, and equipment, especially when taxiing on the Taxiway and Apron Taxiway near cordoned or barricaded areas where work is ongoing.

2  CONSTRUCTION WORKING HOURS FOR RUNWAY, TAXIWAYS AND APRON TAXIWAYS

2.1  PHASE 2: APRON EXPANSION

2.1.1  Construction on existing Bay B9 and Taxiway H will commence only after the completion of all construction work on the wide-body apron-taxiway areas from Bay A9. These areas will be closed during the construction period.

2.1.2  Construction works will be carried out 24 hours a day in the closed apron expansion area.

2.1.3  Construction works for Taxiway H shoulder outside construction hoarding and apron marking will be carried out during runway closure hours.

2.1.4  The closure of Taxiway H will occur exclusively in this phase

2.1.5  The entire apron expansion works will be completed by 18th July 2026 EST.

2.2  PHASE 3: APRON TAXIWAY REHABILITATION WORKS

2.2.1  Taxiway rehabilitation works will commence from existing Bay B7 to Bay A6L, and then continue from Bay A8 to Bay A7.

2.2.2  The taxiway closures will occur in phases, commencing with the closure of TWY G and subsequently followed by the closure of TWY F. Construction works on the shoulders of TWY F and TWY G outside the construction hoarding will be carried out during runway closure hours.

2.2.3  Apron marking will be carried out during runway closure hours.

2.3  PHASE 4: REALIGNMENT APRON TAXIWAY

2.3.1  All bay lead lines will be connected to the new apron taxiway centre line.

2.3.2  The centre line of the apron taxiway leading to all new aircraft bays will be realigned to match the new apron taxiway centre line.

2.3.3  Apron marking works will be carried out during runway closure hours.

5.1  This AIRAC AIP Supplement supersedes AIRAC AIP SUP 32/26 and will remain in force until the works complete on 1st July 2027 EST. Any updates, changes or cancellation of this AIRAC AIP Supplement will be notified through NOTAM.
