  UPGRADING OF THE MALAYSIA AERONAUTICAL INFORMATION SERVICE (AIS) SYSTEM TO AERONAUTICAL INFORMATION MANAGEMENT (AIM) SYSTEM

1  INTRODUCTION

1.1 The Civil Aviation Authority of Malaysia (CAAM) is in the process of upgrading its existing Aeronautical Information Service (AIS) system, known as MyAIMS, to a new Aeronautical Information Management (AIM) System. This modernization initiative represents a major step towards a data-centric, digital, and service-oriented environment, in accordance with the ICAO Global Air Navigation Plan (GANP) and the roadmap for transition from AIS to AIM.
1.2 The new AIM System will enhance operational efficiency, data quality, and interoperability with global systems through SWIM-compliant infrastructure, AIXM/IWXXM/FIXM data standards, and digital aeronautical data exchange.

2  PURPOSE OF THE UPGRADE

2.1 The upgrade aims to ensure that Malaysia’s aeronautical information services continue to meet international standards and support future operational concepts such as:
  1. Digital NOTAM (dNOTAM)

  2. Integrated Pre-flight Information Bulletin (iPIB)

  3. eAIP and digital chart production

  4. FF-ICE and SWIM-enabled data sharing

  5. Enhanced workflow, publication, and data validation tools.

2.2 This project encompasses the provision, installation, and commissioning of the new system, together with a 24-month warranty and maintenance support.

3  IMPLEMENTATION PLAN

3.1 The project is expected to be fully completed and the new AIM System is planned to be operational for use starting in the first quarter of 2028.
3.2 The AIM System will be implemented progressively over a 24-month project period, covering supply, integration, data migration, training, and operational transition.
3.3 The new system will operate from the following sites:
  1. Main Operation System (MOS) Server Room – KLATCC (Primary Site)

  2. AIS Laboratory – KLIA Tower West (Main Operational Office)

  3. ARO Office – KLIA Tower West (NOTAM and Flight Planning Operations)

  4. Disaster Recovery Data Centre (Tier 3 CGSO-approved site for redundancy).

3.4 Parallel operations and service continuity will be maintained during migration to avoid publication interruptions and ensure uninterrupted aeronautical information flow.

4  BENEFITS TO AVIATORS

4.1 Upon completion, the upgraded system will provide:
  1. Improved data accuracy and consistency in line with ICAO Annex 15 and PANS-AIM

  2. Digital access to aeronautical information through eAIP, eCharts, and electronic data delivery

  3. Reduced publication errors through workflow automation and data validation

  4. Timely and reliable NOTAM and flight planning services

  5. Enhanced connectivity with regional and global SWIM networks for data exchange.

4.2 These improvements are expected to benefit aviators directly, by ensuring smoother access to current and accurate information, and indirectly enhance the safety and efficiency of flight operations within Malaysian airspace.

5  TRANSITION ARRANGEMENTS

5.1 During the transition period, all existing AIS services will remain operational. Users may experience incremental enhancements as modules are introduced in stages.
5.2 CAAM will issue subsequent AICs and NOTAMs to provide details on new digital products and access procedures once the AIM System becomes operational.
