  AIRSPACE CLOSURE KUALA LUMPUR FIR
AIR DEFENCE EXERCISE: EXERCISE ELANGAROO 25

1  INTRODUCTION

1.1  Exercise Elangaroo 25 will take place within the Kuala Lumpur FIR from 070001 UTC to 151000 UTC October 2025. Exercise Airspace, as defined at Paragraph 2 and depicted on Annex A, will be closed for specified periods to civil and non-exercise military aircraft.

2  EXERCISE AIRSPACE

2.1  Joint Airspace Management and Coordination Centre (JAMCC) shall be the coordinating authority for the Exercise Airspace. JAMCC will release the Exercise Airspace back for civil use within the exercise window period if not required.

2.2  The Exercise Airspace encompasses portions of the Kuala Lumpur FIR, as described below and depicted at Annex A to this AIRAC AIP Supplement.

2.3  Schedule flight may expect delays and radar vector during the exercise window period.

2.4  Military exercise aircraft shall operate and maintain a lateral buffer of 5 NM within the Exercise Airspace.

2.5  During the ADEX window period, WMR102B, WMR105 and WMR106 shall not be activated when WMR109 Extended Eastern is active.

3  ROUTE SEGMENT AFFECTED / ALTERNATE ROUTE

3.1  All aircraft movements within the following ATS Route segments will be affected throughout the exercise period. Flights which would normally flight plan to operate along these route segments will plan via the alternate route instead:

5  REQUESTS FOR CLEARANCES INTO EXERCISE AIRSPACE

5.1  The intense aerial activities pose a threat and potentially hazardous to civil aircraft operation. Therefore, civil and non-exercise military aircraft should not enter/operate into Exercise Airspace during period of activity.

5.2  However, in the event that diversion into Exercise Airspace is unavoidable due to excessive weather or emergency, Air Traffic Service Unit (ATSU) shall liaise with the coordinating authority JAMCC for approval. All clearance shall be in accordance to the condition(s) imposed by the coordinating authority. Pilots of such flights shall conform strictly to the ATC clearance issued.

6  IDENTIFICATION OF NON-EXERCISE AIRCRAFT

6.1  All non-exercise SSR transponder-equipped aircraft when operating in the Kuala Lumpur FIR during the exercise period shall have their transponders set to their allocated SSR codes. If a code has not been allocated, they should set Mode 3/A Code 2000.

7  RESTRICTIONS AND PROCEDURES

7.1  BUTTERWORTH TMA, KUANTAN TMA AND GONG KEDAK CTR

a)Butterworth TMA:SFC to FL245
b)Kuantan TMA:SFC to FL245
c)Gong Kedak CTR:SFC to 4,500 FT

7.1.1  Butterworth, Kuantan and Gong Kedak ATC will provide separation and coordination between exercise traffic and prior notified non-exercise traffic throughout the period of activation.

7.1.2  Regular scheduled civil traffic will be coordinated with exercise traffic to permit normal operation where possible within the Butterworth and Kuantan TMAs. However, some routing restrictions can be expected during the period of the exercise.

7.2  Non-scheduled civil and non-exercise military traffic will be able to operate within Butterworth TMA and Gong Kedak CTR provided that prior permission is obtained in accordance with AIP Malaysia AD 1.1 – 1 and AD 1.1 – 2.

7.2.1  Scheduled civil flights that are unable to adhere to their published timings are to notify JAMCC through the appropriate ATCC Watch Manager as soon as delays are identified prior to departure.

9  VALIDITY

9.1  This AIRAC AIP Supplement will remain in force until 15th October 2025. Any updates, changes and cancellation to this AIRAC AIP Supplement will be notified through NOTAM.
