1.1 The Penang International Airport is currently undergoing an upgrade program. This involves the expansion of the main apron, rehabilitation of the existing apron taxiway, introduction of a new helicopter apron, and introduction of a new aircraft stand taxilane L.
1.2 The following temporary changes concerning Penang Aerodrome (WMKP) is taking place due to upgrading works from 1st March 2025 until 1st July 2027.This project is structured into for distinct phases. A comprehensive breakdown of the specifics for each phase can be found in the table provided below:

1.4 Local traffic regulations (additional)
1.4.1 Taxiing to and from stands
Aircraft movement will not be permitted in closed portions of the apron taxiway, parking bays and taxiways.
The routes to be used by aircraft when taxiing entering or exiting from Apron will be specified by Air Traffic Control. The issuance by Air Traffic Control of a taxi route to an aircraft does not relieve the pilot-in-command of the responsibility to maintain separation with other aircraft on the movement area or to comply with Air Traffic Control directions intended to regulate aircraft movement.
During the construction period, pilots are advised to be cautious of open excavation, workers, construction materials, and equipment, especially when taxiing on the Apron Taxiway near cordoned or barricaded areas where work is ongoing.
2.1.1 Construction works on the apron taxiway will be carried out in stages to minimize operational disruptions. At any given time, a maximum of 1 (one) aircraft bay will be unavailable.
2.1.2 Construction works will be conducted 24 hours a day within the closed areas.
2.1.3 Construction works on Taxiway E shoulders outside hoarding area and apron markings will be conducted during runway closure hours.
2.2.1 Construction on Existing Bay B9 and Taxiway H will commence only after the completion of all construction work on the wide-body apron-taxiway areas from Bay A9. These areas will be closed during the construction period.
2.2.2 The new apron taxiway centre line from New Bay1L and 1 will be temporarily re-aligned with the existing apron taxiway centre lie
2.2.3 Construction works will be carried out 24 hours a day in the closed Apron Expansion area.
2.2.4 Construction works for Taxiway H shoulder outside construction hoarding and apron marking will be carried out during runway closure hours.
2.2.5 The closure of Taxiway H will occur exclusively, effective from 20th August 2025 till 21st January 2026 EST.
2.2.6 The entire apron expansion works will be completed by 21st January 2026 EST.
2.3.1 Taxiway rehabilitation works will commence from existing Bay B7 to Bay A6L and then continue from Bay A8 to Bay A7.
2.3.2 The taxiway closure will occur in phases, with the closure of Taxiway G starting from
21th November 2026 till 25th February 2027 EST and the closure of Taxiway F starting from
26th February 2027 till 22nd June 2027 EST.
2.3.3 Construction works for Taxiway F and G shoulder outside construction hoarding will be carried out during runway closure hours.
2.3.4 Apron marking will be carried out during runway closure hours.
2.4.1 All bay lead lines will be connected to the new apron taxiway centre line.
2.4.2 The centre line of the apron taxiway leading to all new aircraft bays will be realigned to match the new apron taxiway centre line
2.4.3 Apron marking works will be carried out during runway closure hours.
