  AIR TRAFFIC MANAGEMENT FOR THE LANGKAWI INTERNATIONAL
MARITIME AND AEROSPACE EXHIBITION (LIMA '25) AIRSHOW HELD AT
LANGKAWI INTERNATIONAL AIRPORT (WMKL)

1  INTRODUCTION.

1.1  Langkawi International Maritime and Aerospace Exhibition (LIMA`25) Airshow will take place from 192300 UTC to 241000 UTC May 2025. Therefore, this AIRAC AIP Supplement is to advice aviation industry on temporary changes to the control airspace and Air Traffic Management in and around the vicinity of Langkawi Control Zone (CTR) from 150001 UTC to 241000 UTC May 2025 to accommodate the event.

1.2  The objective of these changes is to ensure a safe, orderly and expeditious flow of air traffic before, during and after the LIMA ‘25 Airshow, taking into account the increase in the number of movements and the special handling needed throughout this event.

1.3  Airshow activity will take place within an area commencing from 063102.54N 0994701.55E thence an arc 10 nautical miles (NM) radius centered on VPL DVOR/DME (062115.66N 0994443.64E) to 062820.14N 0993735.67E, thence along the Kuala Lumpur/Bangkok FIR Boundary to 063102.54N 0994701.55E from GND/SEA to 10000 FT AMSL.

1.4  Due to cable car movements at Gunung Mat Chinchang (height 2,352 FT), all LIMA’25 participating airshow aircraft and demonstration flights shall avoid the area bounded by coordinate 062011N 0994407E, 062308N 0993945E and 062308N 0993958E.

2  LANGKAWI INTERNATIONAL AIRPORT OPERATING HOURS

2.1  Effective from 142300 UTC to 241500 UTC May 2025, Langkawi International Airport operating hours will be temporarily changed from 2230 UTC to 1500 UTC daily.

Note: 24 hours prior notification is required for flights operating outside this operating hour.

3  CLOSURE OF LANGKAWI AREA OF RESPONSIBILITY (AOR) AIRSPACE.

3.1  Langkawi AOR airspace will be closed to all non-participating LIMA’25 aircraft during the following periods.

4  NAVAL AIR DISPLAY.

4.1  Naval Air Display will take place at Resort World Langkawi. The lateral and vertical limits of the Naval Air Display Area as follows:

4.3  Activation of the Naval Air Display Area will be subject to ATC. Langkawi International Airport will remain open during this period.

Note: ‘Follow Me’ vehicle will be provided by the ground handling agent to guide LIMA’25 participating aircraft to their respective parking bay.

6  AIR TRAFFIC FLOW MANAGEMENT (ATFM).

6.1  National Slot Coordination Malaysia (NSCM) shall be the slot time coordinating authority for inbound and outbound aircraft into Langkawi International Airport during LIMA’25. Applications/revisions for flight slot times need to be provided to NSCM at least seven (7) working days prior to operations date for slot approval purposes.

6.3  Due to the expected high density of air traffic during the LIMA ‘25 period, LANGKAWI RADAR may issue additional ATFM instructions to Kuala Lumpur ACC through BUTTERWORTH RADAR. These will comprise of routing and slot timings at DAKOV and SEMKA or arrival timings at Langkawi International Airport.

7  HOLDING AREAS.

7.1  A temporary off-beacon holding area has been established primarily to be used by the arriving and participating airshow aircraft, either in preparation for run-in (formation or aerobatics) or prior to landing after completion of airshow or if the runway is blocked. Details of the temporary off-beacon holding areas are as follows:

7.3  Aircraft holding at WESTERN HOLD, SEMKA HOLD, SATNI and DAKOV will be provided with Expected Approach Time, (EAT). Any aircraft instructed to hold at any holding point to intercept ILS via DAKOV.

8  FLIGHT DEMONSTRATION AREAS

8.1  The following areas are established for use by aircraft manufactures wishing to conduct demonstration flights:

8.2  All demonstration flights shall be subject to prior approval from the Airshow Organizers who will coordinate the intention with ATC giving at least 30 minutes prior notification. The pilot shall obtain ATC clearances in the normal manner prior to departure for the demonstration area. Pilots are required to position their aircraft at designated start-up area before requesting start-up clearance.

9  EMERGENCY PROCEDURES

9.1  In the event of emergency, pilot shall:

  1. Inform the nature of emergency and intended action to the respective controlling unit (e.g. LANGKAWI RADAR, LANGKAWI TOWER or DISPLAY CONTROL).

  2. Squawk 7700 (for transponder equipped aircraft).

10  SPECIAL PROCEDURES FOR AIR-GROUND RADIO COMMUNICATION FAILURE (RCF) FOR LIMA’25 PARTICIPATING AIRCRAFT

10.1  In Visual Meteorological Conditions (VMC):

10.1.1  In the event of RCF when operating between RDL 034 to RDL 213 VPL DVOR/DME, pilot shall comply with the following:

  1. Squawk 7600, (for transponder equipped aircraft);

  2. Maintain 4,500 FT; and

  3. Proceed to overhead Bukit Chengkuan (Langkawi Radar antenna site) while keeping clear of the approach/departure path (8 degrees either side of RDL 214 VPL DVOR/DME). Orbit overhead Bukit Chengkuan and look out for light signals from the Control Tower.

10.1.2  In the event of RCF when operating between RDL 214 to RDL 033 VPL DVOR/DME, pilot shall comply with the following:

  1. Squawk 7600, (for transponder equipped aircraft);

  2. Maintain VMC and descend to 1,500 FT; and

  3. Join the circuit pattern, make an orbit and look out for light signal from the control tower while keeping clear of the approach/departure path (8 degrees either side of RDL 214 VPL DVOR/DME);

  4. In the absence of the light signal, keep continuous look out for traffic, make low fly pass over the runway and rock the wing to attract the controller’s attention. Join the circuit again, on the second final if there is still no light signal from the control tower make a full stop landing and vacate the runway as soon as possible.

10.2  In Instrument Meteorological Conditions (IMC) or at night:

10.2.1  Pilot shall adhere to the standard RCF procedures as specified in Malaysia AIP ENR 1.6-3.

10.3  Pilots who have access to a mobile telephone may call LANGKAWI TOWER on 04-955 2191 for ATC instructions.

11  PARKING ARRANGEMENT FOR NON-SCHEDULED/NON-PARTICIPATING AIRCRAFT

11.1  Due to parking constraints at Langkawi International Airport, all non-participating aircraft (either in airshow or static display) shall depart immediately (not later than 30 minutes) after disembarkation of passengers/goods.

11.2  Following are the aerodromes available for night stop:

  1. Sultan Abdul Aziz Shah Airport, Subang – WMSA;

  2. Kuala Lumpur International Airport – WMKK (for jet aircraft only);

  3. Sultan Abdul Halim Airport, Alor Setar – WMKA;

  4. Penang International Airport – WMKP; and

  5. Butterworth Airbase – WMKB (for military and State aircraft only)

11.3  Operators shall notify the parking and fuel requirement at aerodromes above at least one (1) week prior to arrival.

11.4  Operators requiring special towing bar for their aircraft are requires to bring their own equipment.

12  CONCLUSION

12.1  Strict adherence to these procedures is mandatory for the interest of safety.

12.2  This AIRAC AIP Supplement supersedes NOTAM A1196/25 and will remain in force until 24th May 2025. Any updates, changes and cancellation to this AIRAC AIP Supplement will be notified through NOTAM.
