UPGRADING AND EXPANSION OF PENANG INTERNATIONAL AIRPORT,
AIRSIDE FACILITIES - PAVEMENT WORKS AND OTHER ASSOCIATED WORKS.
WORK SCHEDULE AND MOVEMENT AREAS RESTRICTIONS

1  INTRODUCTION

1.1 The Penang International Airport is currently undergoing an upgrade program. This involves the expansion of the main apron, rehabilitation of the existing apron taxiway, introduction of a new helicopter apron, and introduction of a new apron taxiway L.
1.2 The working areas for the rehabilitation exercise are detailed in Attachment '1' of this AIC.

2  PURPOSE

2.1 This AIC informs the aviation industry about the schedule and scope of construction activities on the aircraft movement areas at Penang International Airport. These activities will result in temporary changes and restrictions to the parking apron and taxiways, including partial closures of taxiways and aprons.
2.2 The construction works are estimated to take forty (40) months to complete.

3  WORK PHASES AND TEMPORARY CLOSURE OF MOVEMENT AREAS

3.1 The tentative construction activities are divided into eleven (11) phases, outlined in Table 3.1. For detailed information on each phase, please refer to Appendices 1 to 11 of this AIC. Please note that the dates and durations provided in Table 3.1 are estimates. Exact dates and times will be communicated through NOTAMs, with reference to this AIC.

  1. Realignment of Apron Taxiway Centreline - All New Aircraft Bay leadline to be realign to New Apron Taxiway Centreline.

  2. Opening of New Bay 3L, 3, 3R, 4, 4R and 5.

  3. Reopening of Taxiway F.

4  CONSTRUCTION WORKING HOURS FOR RUNWAY, TAXIWAYS AND APRON TAXIWAYS

  1. PHASE 1: APRON TAXIWAY AT BAY A9 –A8 (WIDE-BODY)

4.1 Construction works on the apron taxiway will be carried out in stages to minimize operational disruptions. At any given time, a maximum of 1 (one) aircraft bays will be unavailable.
4.2 Construction works will be conducted 24 hours a day within the closed areas.
4.3 Construction works on Taxiway E shoulders outside hoarding area and apron markings will be conducted during non-operational hours at the airport, 1800 - 2130 UTC.
4.4 Temporary helicopter bays on Bay B4 will replace the existing bay, which will be closed starting from Phase 1.

  1. PHASE 2 - PHASE 6: APRON EXPANSION

4.5 Construction on Existing Bay B9 and Taxiway H will commence only after the completion of all construction work on the wide-body apron-taxiway areas from Bay A9 to Bay A8. These areas will be closed during the construction period.
4.6 The new apron taxiway centerline from New Bay 1, 1R, and 2 will be temporarily re-aligned with the existing apron taxiway centerline.
4.7 Construction works will be carried out 24 hours a day in the closed Apron Expansion area.
4.8 Construction works for Taxiway H shoulder outside construction hoarding and apron marking will be carried out during the airport's non-operational hours, 1800 - 2130 UTC
4.9 The closure of Taxiway H will occur exclusively, beginning at Phase 2 and concluding at the end of Phase 3.
4.10 Three temporary bays are provided to replace existing bays B2, B4, and B6, which will be closed starting from Phase 3.
4.11 The entire apron expansion works will be completed by the end of Phase 5.

  1. PHASE 7 - PHASE 9: APRON TAXIWAY REHABILITATION WORKS

4.12 Taxiway rehabilitation works will commence from existing Bay A5 to Bay B7. In Phase 9, rehabilitation works will start from Bay A7 to Bay A6R.
4.13 The taxiway closure will occur in phases, with the closure of Taxiway G in Phase 8 and the closure of Taxiway F in Phase 9.
4.14 Construction works for Taxiway G shoulder outside construction hoarding will be carried out during the airport's non-operational hours, 1800 - 2130 UTC.
4.15 Construction works for Taxiway F shoulder outside construction hoarding will be carried out during the airport's non-operational hours, 1800 - 2130 UTC.
4.16 Apron marking will be carried out during the airport's non-operational hours, 1800 - 2130 UTC.

  1. PHASE 10: REALIGNMENT APRON TAXIWAY

4.17 All bay lead lines will be connected to the new apron taxiway centerline.
4.18 The centerline of the apron taxiway leading to all new aircraft bays will be realigned to match the new apron taxiway centerline.
4.19 Apron marking works will be carried out during the airport's non-operational hours 1800 - 2130 UTC.

5  MOVEMENT AREAS RESTRICTIONS

5.1 The restricted movement areas and available movement areas during each work phase of the construction activity are detailed in Attachment '2' of this Supplement.

6  REGULATIONS ON MOVEMENT AREAS

6.1 Aircraft movement will not be permitted in closed portions of the apron taxiway, parking bays, and taxiways.
6.2 The routes to be used by aircraft when taxiing entering or exiting from Apron will be specified by Air Traffic Control. The issuance by Air Traffic Control of a taxi route to an aircraft does not relieve the pilot-in-command of the responsibility to maintain separation with other aircraft on the movement area or to comply with Air Traffic Control directions intended to regulate aircraft movement.

7  PRECAUTIONS

7.1 During the construction period, pilots are advised to be cautious of open excavation, workers, construction materials, and equipment, especially when taxiing on the Apron Taxiway near cordoned or barricaded areas where work is ongoing.

8  IMPLEMENTATION

8.1 This AIC and relevant charts will be applicable during the whole of the rehabilitation.

9  CANCELLATION

9.1 This AIC will remain current until the information is published in AIP Malaysia.
9.2 Any updates, changes and cancellation of this AIC will be notified by NOTAM.
