GEN 3.4  COMMUNICATION AND NAVIGATION SERVICES

3.4.1  Responsible Service

3.4.1.1 The authority responsible for the administration of aeronautical communication services in Malaysia is the Director of Air Traffic services of the Civil Aviation Authority Of Malaysia acting under the authority of the Director Chief Executive Officer.

3.4.1.3 Differences to these provisions are detailed in subsection GEN 1.7.
3.4.1.4 The hours of service of all communication services associated with ATS are the ATS hours of operation as published in AIP Malaysia and amended by NOTAM. All other communication services are H24 unless specifically noted in the ENR or AD parts of this AIP.

3.4.3  Types Of Services

3.4.3.1  Radio Navigation Service
3.4.3.1.1 The following types of radio aids to navigation operate within Kuala Lumpur FIR and Kota Kinabalu FIR:
  1. LF / MF Non-Directional Beacon (NDB)

  2. Instrument Landing System (ILS)

  3. VHF Omnidirectional Radio Range (VOR)

  4. Doppler VHF Omnidirectional Radio Range (DVOR)

  5. Distance Measuring Equipment (DME)

3.4.3.1.2  Also operating within Kuala Lumpur FIR dan Kota Kinabalu FIR:
  1. Primary Surveillance Radar (PSR)

  2. Secondary Surveillance Radar (SSR)

  3. Automatic Dependent Surveillance – Broadcast (ADS-B)

3.4.3.1.3 Non-directional beacons may carry coding between identifications to indicate the serviceability of related equipment. Care should be exercised to ensure that such coding is not confused with the normal identification.
3.4.3.2  Mobile Service
3.4.3.2.1 Air–ground communications in Kuala Lumpur FIR dan Kota Kinabalu FIR are conducted by radiotelephony (RTF) in the VHF, UHF and HF frequency bands. Air–to–air communications are conducted in the VHF band. VHF is the primary frequency band for operations, with HF available in the Oceanic sector.
3.4.3.2.2 The aeronautical stations maintain a continuous watch on their stated frequencies during the published hours of service unless otherwise notified.
3.4.3.2.3 An aircraft should normally communicate with the air-ground control station which exercises control in the area in which it is flying. Aircraft should maintain continuous watch on the appropriate frequency of the control station and should not abandon watch, except in an emergency, without informing the control radio station.

Enroute Communication Organization :

  1. The radio frequencies for enroute communications are listed in subsection ENR 2.1

  2. The Lumpur HF network provides an umbrella communication coverage for the FIR and may be contacted if communication cannot be maintained on the primary channel.

  3. Aircraft approaching or departing from an airport is required to communicate with that airport on the appropriate surface movement, tower or approach control frequency.

  4. ADS-C and / or CPDLC services are available to suitably equipped aircraft operating outside radar coverage and not in ADS-B exclusive airspace within the Kuala Lumpur FIR

3.4.3.2.4 A continuous guard is maintained at Kuala Lumpur and Butterworth on the frequencies of 121.5 MHz which is reserved for emergency communications.
3.4.3.3   Aeronautical Fixed Service
3.4.3.3.1  The Aeronautical Fixed Telecommunications Network (AFTN) is primarily established for ATS unit intercommunication. Subject to certain provisions, the AFTN may be used to transmit messages concerning flight safety, flight regularity, reservation, and general operating agency matters.Messages to be transmitted over the Aeronautical Fixed Services are accepted only if they satisfy the following requirements:
  1. Annex 10, Vol ll Chapter 3, 3.3;

  2. are prepared in the form specified in Annex 10;

  3. the text of an individual message does not exceed 200 groups.

3.4.3.3.2 Reservation messages (priority indicator KK Class B1) are acceptable for transmission to most countries at the rate of charge of 10 sen per word. General Aircraft operating Agency messages (Priority Indicator KK) are only accepted for transmission to countries which have agreed to accept Class B2 traffic. Agreements exist between Malaysia / Singapore and various other countries for the handling of class B2 traffic.
3.4.3.3.3 Details of meteorological broadcasts available for the use of aircraft in flight in this region appear in paragraph GEN 3.5.3.
3.4.3.4  Language Used
3.4.3.4.1 The language used is English.
3.4.3.5  Where Detailed Information Can Be Obtained
3.4.3.5.1 Details of various facilities available for the en-route traffic can be found in Part 2, ENR 4. Details for the facilities available at the individual aerodromes can be found in the relevant sections of Part 3 (AD).

3.4.4  Requirements And Conditions

The requirements of the Civil Aviation Authority of Malaysia and the general conditions under which the communication services are available for international use, as well as the requirements for the carriage of radio equipment, are contained in the Air Navigation Order of Malaysia.
