  ELECTRONIC FLIGHT PLAN (e-FPL) OPERATIONAL TRIAL
FOR KUALA LUMPUR FLIGHT INFORMATION REGION (WMFC)
AND KOTA KINABALU FLIGHT INFORMATION REGION (WBFC)

1  INTRODUCTION

1.1 This Aeronautical Information Circular (AIC) serves to inform all stakeholders about the commencement of an operational trial of the Electronic Flight Plan (e-FPL) System in WMFC and WBFC.The e-FPL is a web-based application that enables stakeholders to electronically create, modify, and submit flight plans to the Civil Aviation Authority of Malaysia (CAAM). The primary goals of e-FPL are to streamline flight planning processes, enhance safety measures, and facilitate efficient communication among various stakeholders.
1.3 The current means of submitting flight plans through the Aeronautical Fixed Telecommunication Network (AFTN) terminal remains accessible. The e-FPL is specifically designed to seamlessly integrate with the existing Aeronautical Message Handling System (AMHS), ensuring uninterrupted distribution of flight plans without disrupting the current process.
1.4 The aim of the e-FPL is to enhance the efficiency and accuracy of flight planning processes by transitioning from paper-based flight plans to an electronic system.

2  PURPOSE

2.1 The purpose of this trial is to evaluate the operational effectiveness, reliability, and user-friendliness of the e-FPL system. Feedback collected during the trial will be used to make necessary adjustments before full implementation.

3  SCOPE

3.1 The trial will involve all aircraft operators, flight planning service providers, and air traffic control service units. Participants will submit flight plans electronically through the e-FPL system. The trial will cover all phases of the flight plan process, including drafting, validation, submission, reviewing, acknowledgment, and distribution of the flight plan.
3.2 This trial specifically targets operators submitting flight plans for flights departing from aerodromes within the WMFC and WBFC.

4  DURATION

4.1 The operational trial will commence on 1st July 2024 and will continue until further notice (UFN). An assessment will be conducted at the end of the trial period to determine readiness for full implementation.

5  PROCEDURE

5.1 Participants are required to follow the procedures outlined below during the trial:

  1. Registration: Participants must register via the e-FPL website www.myefpl.caam.gov.my using any compatible web browser.

  2. Training: Training for the e-FPL system can be completed independently using the manual provided on the e-FPL website.

  3. Submission: Flight plans must be submitted electronically via the e-FPL system. Paper submissions will not be accepted during the trial period.

  4. Validation: The e-FPL system will automatically validate the flight plans. Any errors or discrepancies will be highlighted for correction.

  5. Communication: All communication related to flight plans, including amendments and cancellations, must be conducted through the e-FPL system.

  6. Business Continuity: In the event of the e-FPL system becomes unavailable during the operational trial, participants shall revert to the existing procedure to create, modify, or submit flight plans to the CAAM.

6  BENEFITS

6.1 The e-FPL is expected to provide the following benefits:

  1. Improved accuracy and reduction in manual errors.

  2. Faster processing and approval of flight plans.

  3. Enhanced coordination between aircraft operators, flight planning service providers, and air traffic service units.

  4. Better data integration and analysis capabilities.

7  FEEDBACK AND REPORTING

7.1 Any inquiries or feedback regarding the e-FPL during this operational trial period are welcome. Participants are encouraged to provide feedback on their experience with the e-FPL system. 8  CONCLUSION

8.1 The successful implementation of the e-FPL system will mark a significant advancement in our flight planning processes. We appreciate the cooperation of all participants and stakeholders in making this trial a success.

9  VALIDITY

9.1 This Aeronautical Information Circular (AIC) remains in effect until its content is incorporated in the Aeronautical Information Publication (AIP) of Malaysia.
