3.5.1  R ESPONSIBLE SERVICE

3.5.1.2 Meteorological services for aviation are provided in accordance with the provisions contained in the following ICAO documents:
  1. Annex 3 - Meteorological Services for International Air Navigation

  2. DOC 8896-AN/893/4 - Manual of Aeronautical Meteorological Practices.

  3. DOC 7030 - Regional Supplementary Procedures.

3.5.1.3 Differences to these provisions are detailed in subsection GEN 1.7.
3.5.1.4 The Aerodrome Meteorological Office (AMO) at KLIA, Kota Kinabalu, Penang, Kuching, Kuantan, Subang, Labuan and Butterworth operate 24 hours. However, AMO at Subang and Labuan only provide meteorological briefing during office hour (0000UTC-0900UTC) on working days.

3.5.2  Area Of Responsibilty

3.5.2.1 AMO KLIA as Meteorological Watch Office (MWO) and a National Aviation Meteorological Centre is responsible for providing meteorological services for Air Traffic Services (ATS) Unit in the Kuala Lumpur FIR, as well as other AMO and Aeronautical Meteorological Station (AMS) in Peninsula Malaysia; including AMO Kota Kinabalu and AMO Kuching.
3.5.2.2 AMO Kota Kinabalu as Meteorological Watch Office (MWO) is responsible for providing meteorological services for ATS Unit in the Kota Kinabalu FIR. It also provides meteorological services to other AMO and AMS in Sabah.
3.5.2.3 AMO Kuching is responsible for providing meteorological services to other AMO and AMS in Sarawak.

3.5.4  Types Of Services

3.5.4.1 All AMO operate 24 hours and provide the following meteorological services:
  1. Flight documentation and briefing for all international and domestic flights;

  2. Aerodrome forecast and warning;

  3. Meteorological information for ATS Unit;

  4. Tropical storm and volcanic ash advisory and warning;

  5. Information on forecast of lowest QNH for the Kuala Lumpur and Kota Kinabalu FIRs;

  6. Meteorological information for all international and domestic flights operating out of any major airports.

  7. Meteorological information to Search and Rescue (SAR) Services Unit.

3.5.4.2 AMO at Subang and Labuan provide only meteorological report after 0900UTC on working days and during Public Holidays. During these hours, additional forecast meteorological information for international and domestic flights could be supplied by AMO at KLIA or Kota Kinabalu, provided that at least 5 hours advance notice is given.
3.5.4.3 Meteorological information for international and domestic flights will be ready for collection by 3 hours for international and 2 hours for domestic of the respective flight time, provided the request was made at least 5 hours in advance.
3.5.4.4 Details of the documents supplied for each flight are determined by agreement between the operator and meteorological offices. In general, the meteorological documentation for international flights contains significant weather chart, the most up-to-date wind velocity and temperature for standard flight levels, appropriate en-route, destination and alternate aerodrome forecasts, forecast data for take-off, as well as adverse weather and volcanic ash advisories and warning where appropriate.
3.5.4.5 Document for domestic flights include significant weather chart, tabular winds and temperature data up to FL 530 and compilation of regional aerodrome forecasts.
3.5.4.6 Routine aerodrome forecasts received from local and international AMO are incorporated in the flight documentation without modification. In the event that these forecasts are not received, a provisional forecast for local airports may be prepared by the AMO upon request.
3.5.4.7 Landing forecasts of the TREND type are issued with the routine and selected special reports to designated ATS Unit at WMKK, WMKP, WMKD, WBGG and WBKK throughout 24 hours of the day.

3.5.5  Notification Required From Operators

3.5.5.1 It is the responsibility of the operator or its local representative or the pilot-in-command to notify the meteorological office of flights for which forecasts are required at least 5 hours in advance.
