ATC shall obtain the Pilot’s concurrence for visual departure RWY 03. If the Pilot concurs, the Pilot is responsible for terrain clearance until the aircraft reaches 4200 FT where IFR flight management takes over. ATC shall avoid giving to the Pilot
“A maintain RWY heading instruction” as the departure needs to make a right turn to avoid terrain.
VFR Flights:
In the presence of strong wind by day only, with Pilot’s request, ATC may permit departure RWY 03 or landing RWY 21.
