In exercise of the powers conferred by section 24O of the Civil Aviation Act 1969 [Act 3], the Chief Executive Officer makes this Aeronautical Information Circular (‘AIC’).
In this AIC, unless the context otherwise requires—
“CAAM” means Civil Aviation Authority of Malaysia;
“NOSAS” means Non-Scheduled Application System;
“NSCM” means National Slot Coordination Malaysia;
“MAVCOM” means Malaysian Aviation Commission;
“ETA” means Estimated Time Arrival;
“ETD” means Estimated Time Departure;
“AFTN” means Aeronautical Fixed Telecommunication Network;
Effective from 13 MAY 2022, NOSAS (Non-Scheduled Application System), a new automated filing system for all flight permit (non-scheduled / non-commercial) and overflight permit applications went live. This system serves as a platform for all local and foreign airlines to file for their non-scheduled operation, as well as overflight applications and current process using manual FORM AT001-GA, AT004 and Diplomatic has been repealed and abolished.
This system aims to facilitate airlines’ operations to/from Malaysia by providing a one-stop web-based application system that will reduce the need for paperwork and processing periods and any operators or agents which having a dedicated addressee of AFTN will get a copy of their flight approval through AFTN.
NOSAS is an effort of Civil Aviation Authority of Malaysia (“CAAM”), the government agency which responsible for overflight and Non-Scheduled Non-Commercial landing permit applications.
Through NOSAS, all airlines’ information will be stored in the system and will trigger various automated filters to facilitate airlines’ application process. This also means, airlines are no longer required to repeatedly submitting supporting documents for each of its applications, as per required under current process flow. Through this, human error will be minimised, and application and processing period will be reduced.
With NOSAS, airline(s) or agent(s) or appointed ground handler(s) are now able to monitor the status of their application submitted through the system.
Who should apply
All airline(s) or agent(s) or appointed ground handler(s) operating non-scheduled (Non-commercial), to/ from Malaysia or overflying Malaysia’s airspace are required to apply for flight permit or flight approval via NOSAS.
Scheduled services or commercial or charter operations are not required to apply for landing permit via NOSAS. Existing landing permit application procedures via AEROFILE (MAVCOM) will remain.
How to apply
First time user of NOSAS would need to register via main URLhttps://nosas.caam.gov.my or via backup URL is https://nosas.caam.my.
Upon successful registration a unique log in detail and a link to access NOSAS will be provided to each airline for future filing applications.
User’s manual on NOSAS will be made available in the system.
Application contains details should reach CAAM at least 3 working days prior to the aircraft departure or landing and including overflight. However, should there be any issue other than technical considerations, it may take more than 3 working days for flight approval process.
Effective implementation date
Airline(s), agent(s) or appointed ground handler(s) could start filing for their landing permit or overflight application via NOSAS.
Application for slots (landing in Malaysia) are not offered via NOSAS.

Airlines or operators are encouraged to apply for slots with NSCM before submitting for landing permit application via NOSAS to avoid any implications or being rejected.
Application to access NOSAS is free of charge.
Subsequently, no fees and charges will be imposed for any landing permit application submitted and flight permit or flight approval via NOSAS.
Validity of approval is 72 hours, only applicable for the change of ETA and ETD, and the change date of flight.
The submission of application via email or AFTN is no longer acceptable.
