INTRODUCTION OF NEW CNS–ATM AND RESTRUCTURING OF
KUALA LUMPUR FIR AIRSPACE

1  INTRODUCTION

1.1  The airspace design of Kuala Lumpur Flight Information Region (FIR) is going to be modified according to Performance Based Navigation (PBN) concept with the optimization of the airspace structure by implementing new RNAV routes and reorganising its network connectivity.

1.2  This AIP Supplement provides details on the introduction of new establish RNAV routes, revisions to existing ATS/ RNAV routes, withdrawal of ATS routes, changes on Air Navigation Route and realignment of Danger Area WMD421 within Kuala Lumpur FIR.

2  DESCRIPTION OF NEW AND CHANGES OF ATS/RNAV ROUTES

2.1  To increase efficiency of air traffic flow management, ten (10) new PBN routes are established, please refer APPENDIX A-1 to APPENDIX A-10.

2.2  Enhancing provision of air traffic services, current ATS / RNAV routes have been revamp, details on APPENDIX B-1 to APPENDIX B-25.

2.3  The following segment of ATS / RNAV routes are withdrawn to improve safety.

3  DETAILS OF ROUTES FOR FLIGHT PLANNING

3.1  Revised Routes for Flight Planning are in line with the new Kuala Lumpur FIR network connectivity, refer to APPENDIX C-1 to APPENDIX C-4.

3.2  Aircraft operators are required to adhere with the Routes for Flight Planning to operate on the respective ATS routes within Kuala Lumpur FIR.

4  REALIGNMENT OF DANGER AREA WMD421

4.1  The description of new realigned WMD421 is defined in APPENDIX D-1 and illustration in APPENDIDX D-2.

4.2  Chart illustration of the new Kuala Lumpur FIR airspace, refer to APPENDIX D-3.

6  OPERATING PROCEDURES

6.1  RNAV 2 IMPLEMENTATION

6.1  The implementation of RNAV 2 routes in Kuala Lumpur FIR, the defined navigation criteria is GNSS. Flight planning and operating procedure are as follows:

  1. Aircraft unable to meet the navigation requirements for RNAV 2 (GNSS) specification shall not file flight plan on RNAV 2 routes.

  2. Aircraft meeting RNAV 2 navigation requirements shall indicate /R in Item10a of the ICAO Flight Plan or indicate /R in Item10a and indicate PBN/ C1 or C2 in Item18.

  3. Pilots must advise ATC of any deterioration or failure of navigation systems for RNAV 2 capability.

  4. ATC shall then provide alternative separation and / or routing.

6.2  RNP 2 IMPLEMENTATION

6.2  The implementation of RNP 2 routes in Kuala Lumpur FIR, the defined navigation criteria is GNSS. Flight planning and operating procedure are as follows:

7  IMPLEMENTATION

7.1  This AIP Supplement and relevant charts will become effective at 1800 UTC on 17 June 2021.

8  CANCELLATION

8.1  Any changes to the content of this AIP Supplement will be notified by NOTAM or superseded by another AIP Supplement.

8.2  This AIP Supplement will remain current until the information is published in AIP Malaysia.
