PAVEMENT REHABILITATION WORKS ON RUNWAY 1 (14L/32R),
TAXIWAY A1 TO A11 AND ALL ASSOCIATED WORKS

1  INTRODUCTION

1.1  Pavement rehabilitation works will be carried out on runway 1 (14L/32R) and associated taxiway A1 to A11 to prolong the service life span of existing pavement as the existing pavement is now coming to the end of its design life.The working areas for the rehabilitation exercise is provided in APPENDIX A of this Supplement.

2  PURPOSE

2.1  The purpose of this AIP Supplement is to notify the aviation industry of the schedule and the extent of the work areas due to construction activities on the aircraft movement areas, as well as the changes and restrictions on the movement areas.

3  SCOPE OF WORKS

3.1  The pavement rehabilitation works on the runway and taxiways comprise of the following scope of works:

  1. Reconstruction and resurfacing of existing asphaltic pavement layers and rehabilitation of concrete panels / joints.

  2. Removal and reinstatement of affected Aeronautical Ground Lightings (AGL).

  3. Pavement markings.

  4. Pavement grooving on runway.

  5. Other associated works.

4  DURATION

4.1  The works is expected to be completed in 17 weeks.

5  WORK SECTIONS

5.1  The rehabilitation works for asphaltic and rigid pavement are as described below:

5.1.1  Reconstruction and resurfacing of existing asphaltic pavement layers at following areas:

  1. Asphaltic pavement areas at Runway from Ch. 0+241 to Ch.3+782.

  2. Asphaltic pavement areas at Taxiways A1 to A8.

  3. Asphaltic pavement areas at Taxiways A9 from Ch. 0+030 to Ch.0+105.

5.1.2  Rehabilitation of concrete panels / joints works at following areas:

  1. Rigid pavement areas at Runway 14L from Ch. 0+000 to Ch.0+241.

  2. Rigid pavement areas at Runway 32R from Ch. 3+781 to Ch.4+217.

  3. Rigid pavement areas at Taxiway A1 from Ch. 0+030 to Ch.0+105.

  4. Rigid pavement areas at Taxiway A9 from Ch. 0+105 to Ch.0+180.

  5. Rigid pavement areas at Taxiway A10 from Ch. 0+030 to Ch.0+105.

  6. Rigid pavement areas at Taxiway A11 from Ch. 0+030 to Ch.0+105.

5.1.3  All distance for runway are taken from Runway 14L threshold and for Taxiways from Runway centerline.

6  WORKS SCHEDULE AND WORKING HOURS

6.1  The tentative works schedule as follows:

6.2  Runway 14L/32R will be closed for operations and no reopening is allowed during construction stage in order to allow for 24 hours construction works.

7  MOVEMENT AREAS AND RESTRICTIONS

7.1  During construction stage, Runway 1 (14L/32R), Taxiway A and Taxiways A1 to A11 will be closed to all operations and all associated Aeronautical Ground Lights will be de-commissioned.

7.2  Visual aids denoting restricted use of areas on runway and taxiways shall be provided.

7.3  Precision approach lights and PAPI at both Runway 14L and 32R will be withdrawn.

7.4  ILS/GP at both Runway 14L and 32R will be withdrawn.

7.5  The declared distances for this work are as follows:

8  REGULATIONS ON MOVEMENT AREAS

8.1  The routes to be used by aircraft when taxiing into and out of the apron will be specified by Air Traffic Control. The issuance by Air Traffic Control of a taxi route to an aircraft does not relieve the pilot-in-command of the responsibility to maintain separation with other aircraft on the movement area or to comply with Air Traffic Control directions intended to regulate aircraft movement.

9  PRECAUTIONS

9.1  During the construction period, pilots are advised to take note of the precautions on the presence of open excavation, workers, construction materials and construction equipment, particularly when taxiing adjacent to Runway, Taxiway and Apron while works within the cordoned/barricaded areas are in progress.

10  IMPLEMENTATION

10.1  This AIP Supplement and relevant charts will be applicable during the whole of the construction period.

10.2  Trigger NOTAM will be issued notifying the effective date of implementation.

11  CANCELLATION

11.1  This AIP Supplement will remain current until the works are completed.
