REALIGNMENT OF ATS ROUTE Y11 IN THE BANGKOK FIR AND
ESTABLISHMENT OF NEW ATS ROUTE Y514 IN THE KUALA LUMPUR FIR

1  INTRODUCTION

1.1  The purpose of this AIP Supplement is to notify the realignment of ATS route Y11 in the Bangkok FIR and the establishment of new ATS route Y514 in the Kuala Lumpur FIR.

1.2  The connectivity between Y11 and Y514 will provide for unidirectional parallel route system to existing ATS routes M644 in the Bangkok FIR and M751 in the Kuala Lumpur FIR.

2  BACKGROUND

2.1  Malaysia and Thailand agreed to establish unidirectional parallel route system to existing ATS routes M644 in the Bangkok FIR and M751 in the Kuala Lumpur FIR, with the objective of providing greater efficiency, flexibility and capacity for northbound/southbound traffic between international city pairs, and to reduce the confluence of this traffic with eastbound/westbound traffic flow to/from KL International Airport (KLIA).

2.2  As an essential enabler to this initiative, both States agreed to publish distinct domestic ATS route for each segment of unidirectional parallel route system, with the following characteristics:

  1. connectivity of existing ATS routes M644 north of Kota Bharu (VKB) and M751 south of Kota Bahru (VKB) and designate the routes as northbound exclusive; and

  2. connectivity of realigned these ATS routes Y11 in the Bangkok FIR and new ATS route Y514 in the Kuala Lumpur FIR (i.e. at PASVA/FIR boundary) and designate these routes as southbound exclusive.

2.3  Details of ATS Route M751 has been amended with the deletion of section north of Kota Bharu (VKB).

3  DESCRIPTION OF NEW ATS ROUTE Y514 IN THE KUALA LUMPUR FIR

4  AIR TRAFFIC FLOW MANAGEMENT (ATFM)

4.1  See APPENDIX C for flight planning procedure.

5  OPERATING PROCEDURE

5.1  Operation on ATS routes Y11 and Y514 requires operators to have operational approval for RNAV2.

5.2  These ATS routes are applicable under the ATS surveillance environment.

5.3  Operators with RNAV2 operational approval shall insert “/R” in item 10a and “PBN/B1-B6” in item 18 when filing flight plan.

6  EFFECTIVE DATE

6.1  This AIP Supplement will become effective on 10 September 2020 at 0001UTC.

7  CANCELLATION

7.1  This AIP Supplement will remain current until the information is published in AIP Malaysia.
