UPGRADING OF SANDAKAN AIRPORT
WORK SCHEDULE AND MOVEMENT AREAS RESTRICTIONS

1  INTRODUCTION

1  The Sandakan Airport will be upgraded to accommodate a Code 4C operations without restrictions. The main works will include the upgrading of the infrastructures within the Airside namely the extension of existing Runway, provision of an additional new Taxiway, expansion of the existing Parking Apron and its associated works.

See APPENDIX A for overall layout plan.

2  PURPOSE

2  The purpose of this AIP Supplement is to notify the aviation industry of the schedule and the extent of the work areas due to construction activities on the aircraft movement areas, as well as the changes and restrictions on the movement areas.

3  SCOPE OF WORKS

3  The Scope of Works and infrastructures to be constructed are mainly as follows:

  1. Runway Extension from 2,133M to 2,500M on Runway 08 side;

  2. New connecting Taxiway B;

  3. Expansion of existing Parking Apron;

  4. New Aeronautical Ground Lighting (AGL) system for extended portion of Runway 08, new connecting Taxiway & expansion of Parking Apron;

  5. Realignment of the existing runway edge lights on Runway 08/26;

  6. New Precision Approach Lighting System (Cat. 1) at Runway 08;

  7. Relocation of ILS/GP;

  8. Relocation of PAPI for Runway 08;

  9. New WRVR;

  10. New WDI for Runway 08; and other associated works.

4  DURATION

4  The works is expected to be completed in 18 months.

5  WORK SECTIONS AND STAGE OF WORK

5  The works will be carried out in two (2) main zones with six (6) stages.

  1. Zone 1 - New connection Taxiway and expansion of existing Parking Apron area.

  2. Zone 2 - Runway extension and new Precision Approach Lighting System(Cat. 1) area.

5.1  Zone 1

5.1.1  Stage 1A

New connecting Taxiway and its associated works from Ch. 0 +140 to Ch. 0 +500.

5.1.2  Stage 1B

New connecting Taxiway and Expansion of existing Parking Apron and its associated works from Ch. 0 +500 to Ch. 0 +700 (Adjacent to Taxiway A and Parking Apron).

5.1.3  Stage 1C

New connection Taxiway and its associated works from Ch. 0 +000 to Ch. 0 +140 (Adjacent to Runway).

5.2  Zone 2

5.2.1  Stage 2A

Runway extension and its associated works from Ch. 0 +060 to Ch. 0 +900.

5.2.2  Stage 2B

Runway extension and its associated works from Ch. 0 +060 to Ch. 0 -150.

5.2.3  Stage 2C

New Precision Approach Lighting System (Cat. 1) and its associated works from Ch. 0 +900 to Ch. 0 +1260.

7  MOVEMENT AREAS AND RESTRICTIONS

7.1  Stage 1A, 1B and 1C

7.1.1  Helicopters are prohibited to overfly the working areas.

7.1.2  General helipad will be closed and unusable during work in progress.

7.1.3  General Aviation (GA) fixed wing are not allowed to use the existing taxiing access during work in progress.

7.2  Stage 2A

7.2.1  Precision Approach Lighting System (Cat. 1) will be downgraded to Simple Approach Lighting System to facilitate the works and to allow continuous airport operations.

7.2.2  The declared distances for this stage of work are as follows:

7.3  Stage 2B

7.3.1  The runway will be shortened to 1,923M to allow continuous airport operations.

7.3.2  ILS/GP, PAPI and Simple Approach Lighting System for Runway 08 will be de-commissioned.

7.3.3  Aeronautical Ground Lighting will appropriately depict this runway condition. Runway edge light from Ch. 0 -210 to Ch. 0 -810 will be variable white/yellow colour to indicate the last 600m of Runway 08.

7.3.4  A white transverse stripe will be provided at Ch. 0 -210 supplemented by red temporary runway end light located at Ch. 0 -207 to demarcate the runway end.

7.3.5  All aeronautical ground lighting from Ch. 0 -210 to Ch. 0+000 will be de-energised.

7.3.6  Runway 08 will be unavailable for landing.

7.3.7  The declared distances for this stage of work are as follows:

7.4  Stage 2C

7.4.1  New ILS/GP and PAPI for Runway 08 will be commissioned.

7.4.2  Simple Approach Lighting System will be available to allow continuous airport operations.

7.4.3  The extended Runway 08 with 2500M will be available for landing.

7.4.4  From 04 December 2020, the full length of Runway 08/26 will be operational.

8  REGULATIONS ON MOVEMENT AREAS

8  The routes to be used by aircraft when taxiing into, on and out of the Apron will be specified by Air Traffic Control. The issuance by Air Traffic Control of a taxi route to an aircraft does not relieve the pilot-in-command of the responsibility to maintain separation with other aircraft on the movement area or to comply with Air Traffic Control directions intended to regulate aircraft movement.

9  PRECAUTIONS

9  During the construction period, pilots are advised to take note of the precautions on the presence of open excavation, workers, construction materials and construction equipment, particularly when taxiing adjacent to Runway, Taxiway and Apron while works within the cordoned/barricaded areas are in progress.

10  IMPLEMENTATION

10  This AIP Supplement and relevant charts will be applicable throughout the construction period.

Trigger NOTAM will be issued notifying the effective date of implementation.

11  CANCELLATION

11  This AIP Supplement will remain current until the information is published in AIP Malaysia.
