  INSTRUMENT FLIGHT PROCEDURE DESIGNAUTHORISATION OF THIRD PARTY DESIGN ORGANISATIONS

1  INTRODUCTION

1.1 In order to facilitate the development of Instrument Flight Procedures in Malaysia this Circular provides a means for DCA Malaysia to authorise commercial design organisations to provide procedure design services within Malaysia.
1.2 This is an interim phase which will be superceded by a certification process to be implemented by 31 December 2014.

2  DEFINITION

2.1 Instrument Flight Procedure is a description of a series of predetermined flight manoeuvres by reference to flight instruments, published by electronic and/or printed means. They include:
  1. Instrument Approach Procedure (IAP)

  2. Standard Instrument Arrival (STAR)

  3. Standard Instrument Departure (SID)

3  REGULATORY REQUIREMENTS

3.1 A person shall not design an Instrument Flight Procedure in Malaysia unless he holds an authorisation in accordance with this AIC.
3.2 An authorization may be issued to a person who meets the following requirements:
  1. Able to provide to the Director General evidence of authorisation provided by another State,

    or

  2. Able to demonstrate to the satisfaction of the Director General that he meets all the requirements of ICAO Doc 9906/AN472: QUALITY ASSURANCE MANUAL FOR FLIGHT PROCEDURE DESIGN.

4  REQUIREMENT TO OBTAIN A PROCEDURE DESIGN CERTIFICATE

4.1 After the 31 December 2014 a person is not authorised to design an instrument flightprocedure for use in Malaysia unless he holds a procedure design certificate issued by DCA Malaysia.
4.2 DCA Malaysia will publish the requirements that must be met by applicants before they can be issued a procedure design certificate.
